Many years ago in another life I lived in Spokane and I can guarantee you that there are myriad fishing opportunities in and around Spokane, both for trout (cutthroat, browns and rainbow) and warmwater species (largemouth and smallmouth bass, bluegill, etc)
I had no luck in determining how much a non-resident license is, but probably reasonable, given the fishing opportunities presented. I'm not sure how much shoreline fishing is available because I always used a boat and wasn't concerned with that aspect of reaching the fish. Following is a list of fly shops in Spokane, the number of which should be a clue as to how popular flyfishing is in the area. You may need to use a guide service, or at the very least query the fly shops as to where wadefishing or bank fishing opportunities exist.
