Hi,Shannon.
I'm not a Bass Fisherman,I suppose It's similar to trout fishing, where there is a closed season for the fish to breed.
Also people only target certain fish at certain times of the year,as I know with trout
in hot weather they go deeper, and are sometimes impossible to catch.
It's a known fact that spawing, and spent fish, which are in poor condition are not worth eating.
Someone else may be able to expand on what I have said.
